			<content:encoded><![CDATA[<p>Housing affordability is the best it has been in 38 years, and the monthly cost of homeownership has fallen 43% from the peak in this housing cycle, according to research released this week by John Burns Real Estate Consulting, </p>
<p>More than half of that is due to home price declines, with the rest due to low mortgage rates and an increase in incomes. The median-income household now earns $52,800 per year and needs 25% of its income to buy a median-priced single-family home, which now costs $164,600. They needed 44% of their income in July 2006. Those are national estimates, and local numbers will vary.<br />
&#8220;Once the word gets out that homeownership is less expensive than renting, which is now also true in 54 of the 88 markets where we track this information, we expect buying activity to increase substantially (even in a horrible economy),&#8221; the firm said in a newsletter sent out this week. The firm&#8217;s clients include home builders, developers, lenders, equity investors and product manufacturers.<br />
The word must not be out yet: Seventy-nine percent of Americans have no intention of buying or selling a home anytime soon, according to a survey of more than 1,000 adults, released this week by the American Institute of Certified Public Accountants. Of those with plans to put their homes on the market or plans to buy, 70% will wait one or two years before they do. </p>
<p>&#8220;For most Americans, their home is the largest investment they will make in their lifetimes and declining values are a threat to their financial well-being,&#8221; said Carl George, chair of the AICPA&#8217;s National CPA Financial Literacy Commission, in a news release. </p>
<p>Two-thirds of those who plan to sell are waiting for home values to come back up before putting their homes on the market, the survey found. And 66% of Americans said they&#8217;ve seen home values falling in their local markets. &#8220;The U.S. economy is not likely to return to health until the housing market rights itself. This latest survey shows an increasing number of Americans are delaying buying a home because of fears about the economy and real financial pressures they face now,&#8221; George said.<br />
Those real fears &#8212; perhaps most importantly the fear losing a job &#8212; can make buying even in the most affordable housing markets look like a risky proposition. </p>
<p>Tax credits give homeowners incentive to remodel efficiently<br />
Is installation of a gas tankless water heater (to replace a storage-tank water heater) tax-credit approved under the economic stimulus package singed by President Obama in February? Is that $1,500 lifetime ceiling for each item under the tax credits for energy efficient home improvements? In other words, is it $1,500 each for the windows, solar panels and tankless water heaters, or is it $1,500 for all improvements combined.<br />
Reverse mortgages: Get cash but use caution<br />
Retirees whose nest eggs have taken a beating increasingly are turning to reverse mortgages to help them enjoy the luxuries and lifestyles they deem an essential part of later life. But chasing short-term pleasures, financial advisers warn, can produce long-term risks. </p>
